SUBJECT: Review of the Coordination of
Collection of Intelligence Information
1. You are invited to attend a meeting at 3:00 p.m. on
Thursday, February 24, 1955 in the Director's Conference Room,
Administration Building of the Central Intelligence Agency, for
the purpose of initiating discussions relating to the review of
existing provisions for the development and coordination of infor-
mation requirements and collection tasks in conformity with es-
tablished priority national intelligence objectives. (See IAC-D-
50/5, 20 January 1955)
2. As of possible assistance in such review there is
attached hereto a paper entitled "Intelligence Information Collec-
tion Programs and the Coordination of Requirements for Collec-
tion" (Tab A). The purpose of this paper is to bring together the
facts regarding the IAC collection programs. Suggestions which
would make this paper more accurate and adequate are welcome.
The review group may be able to propose measures which would
improve the coordination of requirements for these collection
programs.
3. For your consideration one specific suggestion has
been made, namely, that the LAC agencies together establish na-
tional intelligence requirements stemming from the national in-
telligence objectives and provide for coordination in the assign-
ment of collection tasks. This proposal is set forth in the second
attached paper (Tab B). Your views on this suggestion will be in-
vited at the meeting.
