Resumption of AQUATQNE Operations
1, Attached hereto is a paper entitled "Justification for
Penetration Flights by AQUATONE Based on Intelligence Requirements"
which has been prepared by the Ad Hoc Requirements Committee on
AQVATONE in pursuance of your request for its views on this subject,
We hope that it will be useful in the presentation which is being prepared
for the President in the near future looking toward permission for the
resumption of penetration flights,
2. On the Committee's behalf, let me emphasise that in
preparing this paper we have made our best effort to define the
minimum important things essential to the solution of the Intel.

4, In view of the limitations which relate to the use of the
C configuration, it is the recommendation of the Ad Hoc Requirements
Committee that missions using the C configuration should be based
upon a careful examination of the product of missions using the B
or A-2 configuration, preferably the former, in which case the
Committee would be in a position to explain what additional benefit
is going to be received,.

5. The Ad Hoc Requirements Committee has prepared for
additional guidance of ACUATONE Operations targets which are of
high priority in terms of DCID 4/6 and applicable in the UM,, "at
European Satellites and the Tar Vast. In addition, it is revising and
correcting its extensive list of some 3, 000 targets of lower priority
but of significance which will be useful as bonus targets in Operations'
flight planning against the most vital targets.
