These instructions are designed to clarify a number of recent
questions pertaining to the handling of TALENT and TALENT-COMINT
materials. They are either corrections of or additions to the
above reference.
USE OF TALENT CODEWORD
The TALENT Control System is designed to protect information
pertaining to and derived from the exploitation of TALENT materials.
Information pertaining to the exTloitation of this material, which
of necessity is administrative and/or operational in nature, should
be classified SECRET or TOP SECRET without the codeword (CHESS)
but should bear the stamp, HANDLE VIA TALENT CONTROL SYSTEM ONLY.
Information derived from the exploitation of these materials should
bear the codeword. CHESS In addition to the normal TOP SECRET security
classification, but slx)uld not be stamped HANDLE VIA TALENT CONTROL
SYSTEM ONLY. Cover sheets will be placed on both types.
TALENT COVER SHEET
The TALENT cover sheet will be stamped at top a3.-id bottom with
the security classification only -- CHESS is not placed on the cover
sheet.
USE OF COMINT-TALENT CONTROLS
When it becomes necessary to include COMINT codeword material
in a TALENT document the controls specified by COMINT regulations
must be observed in addition to the TALENT controls. It is, therefore,
necessary that the appropriate classification and COMINT codeword appear
on the document along with the required TALENT control. When the TALENT
document contains information of a COMINT nature, but does not require
the COMM codeword, it still must be restricted to channels approved
for transmission of COMINT and therefore must bear the stamp HANDLE VIA
COMINT-TALENT CONTROL SYSTEMS ONLY.

Tab "A" is a copy of a new cover sheet for documents bearing
the dual indicators "EIDER-CHESS".

Those documents which do not bear these indicators but which
must remain in the COMINT-TALENT CONTROL SYSTEM should be covered
by a cover sheet a copy of which is attached as Tab "B".
The classification only but not the codeword(s) will be stamped
at the top and bottom of these cover sheets. Limited quantities
may be obtained from Code 143, Ext. 2023 or 643.
USE OF TCS AND SC NUMBERS
All papers bearing the TALENT codeword or the stamp HANDLE VIA
TALENT CONTROL SYSTEM ONLY will be assigned a TCS number. All
papers bearing the COMINT-TALENT codewords or the stamp HANDLE VIA
COMI.NT-TAIENT SYSTEMS ONLY will be assigned a SC Number. These
numbers must appear on all pages of the paper. This applies only
to all. CIA produced papers as well as papers received in CIA from
other TALENT Control Areas.
TRANSMISSION OF COMI NT-TAMNT DOCUMENTS
To ensure that HTAUTOMAT couriers do not unwittingly transmit
envelopes containing TALENT-COUNT material to unauthorized
recipients or areas,, TCOs are requested to place one of the following
symbol (a), as appropriate,, in green in the upper right hand corner
of all outer envelopes:
"T" for TALENT
"C-T` for COMINrI mTALENT
Receipts for TALENT and TALENT-COMINT material will be returned
in sealed envelopes to the originator through the HTAUTOMAT courier
service.
The stamps "HANDLE VIA TALENT CONTROL SYSTEM ONLY" or "HANDLE
VIA CONTENT-TALENT CONTROL SYSTEMS ONLY" should not be used unless
required.

In order to avoid unnecessary classification of document
receipts, it is suggested that TCOAs exercise special care in the
description of materials which are placed on document receipts so
as to avoid un^ranted disclosure of classified data. In the
event, it is impossible to reference the item transmitted without
devulging classified information, the document receipt should
bear the appropriate classification arid/or codeword (s).
Such classified receipts do not require receipts when returned
in the TALENT courier system provided by HTAUTOMAT.
COURIERS
The HTAUT014AT couriers have in the past been asked to deliver
non?codeword materials resulting in delayed deliveries of TALENT
and related rush materials. As of this date, the HTAUTOMAT couriers
are instructed to deliver only those materials which are in the
TALENT and/or COMINT TALENT Control System (s); other materials
should be handled in normal courier channels.

A list of authorized areas and recipients is furnished in
Tab t4Clt.
