Initially, after the TALENT system was established, the TALENT Control Officer was required to get the concurrence of the TALENT Security Officer and the Project Security Officer for every billet before he could approve any requests for billets to be approved into the TALENT system. 25X1A9a 2. After some experience, it became obvious to and myself that the principal concerns of the Project Security Officer were (a) to have available up-to-date information on the trends in numbers of people from each agency being cleared into the system and (b) to be able to ascertain promptly what persons had actually been registered as cleared and briefed. 3. The last-mentioned function has been possible by a phone call to the TALENT Security Officer who maintains complete records. The first function has been covered through the various annual and monthly reports prepared by the TALENT Security Officer. 4. .#.ccordingly, this confirms that the Project Security Officer has agreed to the discontinuance of filing with him each request for billett approval.
