1. and I have dealt with matters of common
concern, particularly in the last eighteen months, in connection with
a special project. He has been responsible for accommodating the
needs of intelligence consumers in connection with the processing of
an intelligence product of great interest to them. Involved in this are,
on the one hand, numerous technical details and, on the other hand,
relations with several parties whose full cooperation in point of per-
formance and time is essential.
Z. I wish to record my high regard for his extraordinary
negotiating capabilities, in large part due no doubt to his even temper,
clear thinking, and knowledge of technical details.
