For the last two years, ever since its establishment. HTAUTOMAT has operated under extraordinary circumstances. One of these circumstances is the fact that two units from different offices, namely, one from ORR and one from OCR, have been thrown together in activities requiring close cooperation continuously while still reporting through separate administrative channels. Despite this possible handicap, the ,problems of conducting an expanding activity in new quarters quite remote from the headquarters, the heavy demands of overtime, and the constant pressure to meet dead- lines, HTAUTOMAT has indeed exceeded in its performance our reasonable expectations. The aggressive, imaginative, and persistent way in which you and the members of your staff have carried out their responsibilities have made it possible to maintain a rate of exploitation in keeping. with the collection of raw materials resulting in significant increment to our intelligence appreciation of vital foreign areas. I fully realise that 'k an operation as complex and detailed as that of ITAUTOMAT requires if it is to be successful the utmost in teamwork. It is obvious that this teamwork has been outstanding. 4.
