SUBJECT Duties as Acting TCO in my absence
1. Billet approvals: This is routine. Claire will place the paper
in front of you for you to sign. You need not check with Thomas if the paper
seems in good order. She will do that. I would expect almost all cases to
be approved, but between your own judgment, Claire's and Thomas's, I'm
sure you will spot any irregularities.
2. Middle East Requirements: Bernie has the basic list. The ARC
has not recommended coverage. If, however, on higher authority Middle
East coverage is instituted by the Project, Operations normally informs
this office and the areas to be covered, whereupon Bernie should be requested
to check with Army, Navy. Air, and OCI (not ORR or OSi) so that they may
phone in to her by code their requirements. She then forwards these to
Operations and to HTAUTOMAT promptly, others as soon as feasible.
3. USSR: Target materials in this regard are, of course, in
good shape, having just been revised. As you will note from examination,
the narrative is in effect a justification for why penetration is necessary.
Whereas I do not expect problems in this area in my absence, it could be
that a situation would arise in which preparation of special materials
(almost certainly to be drawn from this document) would be required.
In that instance, you should get the instruction clear, call together the
ARC representatives, and do the best you can.
