ORANDUM FOR: Special Assistant to the Director
for Planning and Development
,ti UBJECT Items for Your information or Action
as You Deem Necessary
1. New CHICOM Materials.
CHICOM film (6017) arrived about 10 o'clock this morning.
General Cabell requested that selected briefing materials- from
that mission be available by noon, 27 August in the event that
Mr. Dulles may wish to use the material with the President.
I have laid this on HTAUTOMAT, will check their selection this
afternoon, and it will be in my office not later than 11 o'clock
ffledne sday, 27 August.
2. Processing and Reporting on Mission 6017.
The processing and preparation of the PI report on Mission
25X1A 6017 took 30 hours which is not surprising. with much
more experience ran from 17-30 hours for the same type of work
on the B configuration. However, A.f/S SO channels were used to
transmit the report which with hand encryption took 24 1/2 hours.
The Air Force proposes that we now try hand carrying the report
25X1A from I land reporting it through our channel. This has
been laid on. Lateral dissemination in the field will continue to
25X1 A be handled directly out of
3. Priority Requirements for Shallow Penetration. (Tab
-04946/58, 20 August 1958)
Because of developments no doubt already made known to you
by Colonel Burke, this paper has not been discussed with General
Cabell to my knowledge but is included in briefing preparations
Colonel Burke has undertaken.

4. Needs for Tactical Coverage of the CHICOM Areas
(Tab B, 'I'CS-3653-58, 25 August 1958)
25X1 C
This paper was developed Monday morning. 25 August, by the
ARC, each of whom checked with his boss and confirmed that this
does express their agency's views. I gave the original to General
Cabell this morning, 26 August, prior to the IAC in the event that
the matter should come up at the IAC. He took a dim view of the
daily coverage idea. I have checked further with the Navy on its
view on this point, and they report that they would back down on
the daily basis but if conditions remain as they are periodic
coverage to meet the changing situation would meet their need.
It seems to me it's a bit difficult to know at this time whether the
proper period would be once a week as General Cabell suggests
or perhaps in certain circumstances twice a week. Of course,
weather may turn out to be the controlling factor. I have made a
copy of this available to Colonel Burke and Operations DPS/DCI.
5. Sanitization of ODE Photography. (Tab C, TCS-3644-58,
20 August 1958 and TCS-3646-58)
This paper has been fully coordinated with Operations DFS/DCI,
25X1 A Colonel Burke. and Mr. Lundahl and has
been read in draft by the other members of the ARC. Mr. Amory
has signed it. I left the paper with General Cabell this morning.
It is now prepared for Mr. Dulles's signature. It may be that
General Cabell will want to sign it himself, in which case I told
him we would make the change for his signature. In its present
form, this paper incorporates what I understood to be your sug-
gestions for editing and General Cabell's own redraft in certain
places, particularly the last paragraph.
6. Highest Priority Targets for Peripheral Photography. (Tab D.
DRAFT SC-04893-58, 18 August 1958)
25X1A
This paper will be discussed by the ARC on Thursday this
week. The point of the paper, we hope, will be to make the best
possible case for oblique photography that we can, keeping in
mind views. No need for you to read this at
this time.
