Comments on the Visit
3. Presentation of the high quality photography in limited quantity
(about twenty pieces) and explanation of procedures and arrangements for
utilization were uniformly well-received, and it should pay dividends
wherein support by any of the commands is required.
4. On-the-spot discussions about security in the CHALICE field
and relations to TALENT were overdue and should materially reduce if
not totally eliminate confusion.
5. In so far as support may be possibly required at some time in
the future from certain commands, especially CINCPAC, PACAF, and
5th Air Force, Headquarters would do well to ensure proper periodic
briefings with particular concern for the introduction of new commanders.
6. The CIA TALENT Control Officer must take special pains to
ensure that agreements and decisions reached bearing upon the handling
of TALENT materials should reach the commands through the proper channel
clearly stated.
7. Recommendations:
a. That from time to time as the situation warrants Admiral
Felt, General Muter, and General Burns be given background
information as to the status of Project operations. This could be

done by well-written cable via General Balmer in the first two

in the last. In addition, a second

section of such cable might contain elaboration to permit Balmer
of the principals. The undersigned promised Admiral Felt that
upon return a recommendation to the Project Director along the
line of the foregoing would be made.
b. That at perhaps 6-9 month intervals a team, such as the
last one, representative of the various aspects of the program go
to the field to get acquainted with the personnel and to answer
questions as well as to ensure some comprehension of the state
of information and attitude of those at the other end of the line.
to answer questions which might arise in their briefings
