Subject: Transmission of the substance of R. Scott's paper to
Colonel Kemp.
After review of the subject paper here, particularly by
it was concluded that Colonel Kemp already has the
salient details well in hand and that there is no requirement at the present
time in our opinion for sending this information to Colonel Kemp at his
present location.
We have alerted the Air Force to the fact that we would like
Colonel Kemp to once again review the paper when he returns to AFCIN
to refresh his memory for any details.

Re the problems I gets involved on: He, ACL, is trying to
keep everyone in channels on this to go throggh you.
