1. Dorothy Gilligan advised me that the Chief, LD/OCD has raised the
question as to whether or not IAC approval is necessary before dissemination
of NIEs to can be effective.
Z. It is my Position that with regard to dissemination to CIA-cleared
that such dissemination should be made on the
basis of need in the same way that dissemination is made to a regular office
of CIA. The only exception to this would be when intelligence or intelligence
information has been labeled or stamped as not disseminable to external con-
tractors. Such a case is the where the permission of the Contact
Division is required before dissemination
3. The difference between and a regular CIA office is a legal
distinction which affects personnel, security, etc., matters.
4. I have discussed the question of dissemination of NIEs to with
Paul Borel who agrees with my pecition and feels sure thatAmory would be
agreeable. He recommended that I advise Harrie James thatoas IAC secretary,
Paul Borel feels it unnecessary to obtain IAC approval for dissemination of
selected NIEs to Paul suggested that OCD advise by tele- 25X1
phone and that she would in turn advise Amory of the fact that estimates are

5. I have discussed my position and that of Paul Borel's with Harrie
James who will brief his front office along the lines we recommended.
