Discuss Psychological Warfare with
0/PC
1. On 8 January Mr. George C. Hopahs and Lieut. Commander Mosel,
both of the Research and DevelopmentAoard, came to my office for help
in obtaining the necessary authoriAtion for Mr. Homans to discuss
(a) with the rdlearch is doing in support of

SECURITY INFORMATION
5. Mr. Homans recognizes the sensitive nature of CIA psychological
operations and agrees that any information he receives will not be passed
on to the other members of his committee. He points out, however, that
in order for his committee to be really useful in guiding psychological
research, its chairman must be familiar in general terms with the types
of PW operations in which 0/PC engages. He does not need to know of
specific operations in progress or planned.
RECOMMENDATIONS:
. 1. That DD/P authorize Mr. Homans to contact 0/PC and discuss their
psychological operations with appropriate persons in general terms.
2. That DD/I authorize Mr. Homans to make the contacts
and discuss their research work, provided
a. that any work being done solely for 0/PC will be discussed,
if at all, by 0/PC itself
b. that Mr. Homans agree, as with 0/PC activities, that
information will not be passed on to the other
members of his committee.
