End: (1) One (1) copy of subject study consisting of volumes I through V.
(2) Evaluation of subject study.
1. The Office of Naval Intelligence has received and noted with great inter-
est subject study, one copy of which is herewith returned as enclosure (1).
2. Enclosure (2) is an evaluation of subject study made in the Office of
Naval Intelligence. Although the overall impression was negative, the strong
points of the study are indicated. It is believed that, as an exploratory
effort in an important field, this study has value.
