MEMORANDUM FOR
CIA TALENT CONTROL OFFICER
SUBJECT: Twenty-seven (27) -Reports
1. After due consideration of the feasibility of removing the
- Reports from the TALENT system. it was found that the
reports should not be removed from TALENT control for the following
reasons:
a. Reference D. D.I. 3/TS. 37/6: This report heading
states: "All observations 2nd July 1956". and then goes on to name
and describe nineteen (19) airfields in five (5) separate countries.
It is quite obvious that the source is photography, from the area
covered and the descriptions made. (The above is true not only of
the report indicated, but of many of the inclosed reports.)
b. In general, the reports include items and definitions
which could only be gained from aerial (or photographic) observations.
The measurements given are too precise to be gained by the "casual"
ground observer. Within the body of several of the reports, complete
descriptions are made of the airfields; such descriptions could only
be gained from a study of photography.
2. For the above reasons, it is felt the _ Reports should
not be removed from the TALENT system. The attached reports are
being returned for copy and distribution to the participating agencies.
