MEMORANDUM FOR DIRECTOR, CENTRAL INTELLIGENCE AGENCY

SUBJECT: Establishment of TALENT Positions for Key Personnel
of Continental Air Defense Command
1. Confirming our telephone conversation of 25 November 1957,
the purpose of this memorandum is to formalize authority for estab-
lishment of four (/+) key TALENT positions at the Continental Air
Defense Command, Colorado Springs, Colorado. A list of positions
and incumbents follows:
Commander-in-Chief - General Earle A. Partridge
Director of Intelligence, Joint Staff - Brig General Robert
Taylor, 3D
Asst Director of Intelligence - Capt James G. Lang, USN
Chief Studies and Estimates, J-2 - Colonel Marshall R. Graham
2. The indoctrinations will be for the purpose of these key
personnel receiving continuous information on the nature and scope
of potential enemy threats to the Continental U. S. through briefings
to be conducted during regular visits to this Headquarters.
3. There is at present no requirement to extend the system for
the establishment of a TALENT facility or a communications facility
for storage and processing of material at Colorado Springs, but the
information derived from this source is of vital and direct impor-
tance in the discharge of responsibilities for the air defense of
the U. S.
