MEMORANDUM FOR DIRECTOR, CENTRAL INTELLIGENCE AGENCY
SUBJECT: Communications Support of the TALENT System at ACIC, St. Louis, Mo.
1. Reference is made to our Memorandum of 7 May 1958, setting
forth a requirement for the extension of the TALENT control system
to the Aeronautical Chart & Information Center, St. Louis, Missouri,
and your approving Memorandum of 19 May 1958.
2. The USAF has recently activated a Special Security Office
at Scott Air Force Base near St. Louis, Missouri. The Commander of
the Aeronautical Chart & Information Center has justified a requirement
for utilizing this SSO Communications Center for establishing a secure
and isolated electrical communications net with Headquarters USAF for
a purpose of passing e.cpedite TALENT traffic. The provision of a USAF
isolated crypto system to the Special Security Officer at Scott AFB and
the clearance of four (4) Special Security Office communications per-
sonnel to operate the communications gear within the Aeronautical Chart
& Information Center control system is required for secure functioning.
Further extension of the TALENT system in the USAF is not involved.
3. Request approval of TALENT clearances for four (.) Special
Security Office Communicators to provide for a secure transmission
and control of TALENT messages between Headquarters USAF and Commander,
Aeronautical Chart & Information Center.
