1, Thank you for sending me Lt. Comdr. Rundall's trip report
on his stay at which I have read carefully. I have the impression
that my memorandum on the status of the - of 7 November 1958
(TCS-4028-58). copy of which has been sent to you, discusses and I hope
deals with some of the problems noted in Rundall's paper. At least it is
my belief and hope that things should be markedly improved over the days
when Rundall was at
Z, It is also my impression that arrangements now improved for
electrical communication between and COMNAVFOR JAPAN for
the transmission of the ~ should obviate the necessity for courier time
spent between those points.
3. As you know, it is the view of this Agency that the
should be well-established and competently manned to serve the needs of
all participating agencies with the strong support of each, and I consider
it my responsibility on behalf of the Agency and the community to watch
this closely. Naturally, I invite ONI and any agency to call to my attention
inadequacies in the hope that together we can make improvements.
