1. Herewith is the draft of a cable we were going to send
but held for discussion with If you do decide to send out some-
thing like this after discussing with I suggest you change it to avoid
the reference to the ARC in my paragraph 2. This reference would have
been meaningful to but probably would not mean anything to
so I would reword the paragraph.
2. As to the action to be taken on this, I have already told them
that I am willing to provide a System III (if that is really what is wanted).
I rely on you, however, to establish that the requirement is valid especially
taking into account anything that the Navy or Air Force may be doing in the
Baltic.
