On 28 March I received from your office the draft terms of
reference for SNIE 100-2-56, "Enemy Capabilities to Mislead the
United States" which was being developed In response to the Specific
Recommendation of the Killian Report cited above. For the purpose of
preparing an NSC report now requested in IA.C-D-55/11. would you please
inform this office by 20 July 1956 of the status of the SNIE as of 30 June.
