With respect to the internal Agency ELINT activities, as you know, the Agency FLINT Staff Officer and Office has been established. The effectiveness with which this arrangement can develop efficient planning and programming and introduce technical equipment and initiate operations consistent with the most advanced state of the art has yet to be determined. With the exception of the introduction of ELINT equipment and operations into certain special projects involving air- craft, the program has a very long way to go. 3. The major lack is scientific and engineering personnel and the organizations required to make effective use of the extremely limited numbers of these people. I do not believe the Defense organization shows promise of major improvement in this respect and there is room for much improvement within the Agency. 4.
