195/ Subsequently, the Secretary of Defense on 13 July 1955 assigned
the Secretary of the Air Force the responsibility and delegated the
necessary authority to "direct and supervise the consolidated proces-
sing, analysis and dissemination of information on foreign non-communi-
cation electromagnetic radiations and to guide and coordinate Electronics
Intelligence (ELINT) activities of all agencies of the Department of

2. With respect to the internal Agency ELINT activities, as you
know, the Agency FLINT Staff Officer and Office has been established.
The effectiveness with which this arrangement can develop efficient
planning and programming and introduce technical equipment and initiate
operations consistent with the most advanced state of the art has yet
to be determined. With the exception of the introduction of ELINT
equipment and operations into certain special projects involving air-
craft, the program has a very long way to go.
3. The major lack is scientific and engineering personnel and the
organizations required to make effective use of the extremely limited
numbers of these people. I do not believe the Defense organization
shows promise of major improvement in this respect and there is room
for much improvement within the Agency.
4. If a report must be made to the NSC on the specific recom-
mendation at this time, I believe it should merely note progress toward
the ultimate goal of a community organization to provide a focal point
for ELINT cooperation and coordination.
