You will recall that an 14 November I called on you and explained to you that we stand ready and, in fact, eager to make use of our capabilities to meet any and all high priority collection requirements, including those of tactical as well as strategic interest. However, we are not competent to establish by ourselves the priority and urgency, and, accordingly, I suggested to you at our meeting that you secure the guidance of the Joint Chiefs of Staff. 3. Subsequent to that time, we received from you a memorandum pointing out the specific targets along with a map which was very useful in our planning.
