MEMORANDUM FOR: Project Director
SUBJECT t Utilization of AQUATONE Against Soviet Air
Force Bases and Production Facilities
1, In response to your memorandum of 17 August 1957, I
have asked the Ad Hoc Requirements Committee to recommend those
targets in the Soviet Union, coverage of which would provide significant
data which is vitally needed to develop much firmer estimates than
heretofore possible on the following problems%
a,
The current force in being of BISONs and BEARs and
b, The Soviet capacity for present and future production
of BISONs and BEARS.
2, Attached at Tabs A and B are the Ad Hoc Requirements
Committee views on these problems.
3. It, in the operational planning for coverage of these targets#
it becomes apparent that total coverage cannot be effected, the Ad Hoc
Requirements Committee desires an opportunity to provide specific
guidance on targets to be covered,
