Requirements for the ELYUCHI Mission

1, The requirement here is for area coverage with the best
scale photography possible.
S. :interest in the RLY'VCHI area centers on the identification
of possible installations affecting guided missiles either in regard to
impact or in regard to launch. The items of interest which are shown
on the overlay, it will be noted. are roughly in the shape of a triangle,
and it I. emphasised that ILY CHI, the handle whereby we speak of
the area, should not be misconstrued as a pinpoint target.
3. The trtangle as outlined should provide satisfactory
coverage on the question of whether this is an impact instrumentation
area and what its capabilities or potential appear to be. The clover-
leaf some ten miles down the KAMCHATKA River as well as the base
line of the triangle I. important with regard to the possibility of
launch. With regard to the upper legs in the triangle, it may be
useful to Operations to know that the paths are plotted to cover
points in the terrain which, it is anticipated. will if covered by
oblique photography reveal instrumentation required for an ICBM
impact or launch area.
4. Coverage of PETROPAYLOYSK is
lower priority than the KLYUCHI area.

can be of important significance it will be of much greater aignif-
cance if such information can be coordinated with that produced from
=lesions over KAPUSTIN TAR or the KYZL ORDA area. This will
be to unless it is confirmed that KLTDCIi is a launch area,. in which
case KTZI. ORDA area may decrease in importance since in all
likelihoodit would be an impact area.
