The Ad Hoc Requirements Committee has prepared for the guidance of AQUATONE Operations a revision of Highest and High Priority Targets for Western USSR, for the Far East and for European Satellites in separate lists. 2. Highest Targets: These are thirty-five in number and are selected with the greatest of care, having been weighed against vital needs to solve three intelligence problems, namely, a. Targets which relate to the Soviet guided missile capability against the United States. b. Targets which relate to the Soviet long range aircraft capability. These targets are marked by an asterisk in the Western USSR and Far East target lists for ready reference. 3. High Priority Lists for Western USSR and the Far East: These lists should be used in the content of the Judgment of the Ad Hoc Requirements Committee that as between them the Western USSR list is more important. The Ad Hoc Requirements Committee feels strongly that) .from the point of view of intelligence needs, the Western USSR target list as a whole justifies the risk in- volved in penetration much more than the priority target list for the Far East. k. High Priority Targets for the European Satellite Area: Section A of this list is made up of priority targets which have been selected by the Theatre Commanders Europe as the most important from a targeting point of view. These objectives, while of high priority, are not considered'to compare in importance to most of the targets on the Western USSR. Therefore, the Ad Hoc Requirements Committee does not recommend coverage of this list except incident to penetration of the Western USSR, Section B of this list includes targets which have previously been covered , but on which repeat coverage is required and lower priority targets which have not yet been covered. The Ad Hoc Requirements Committee recommends that Operations be guided in its mission planniingby Section A. in the first instance and Section B insofar as`feasible.
