SUBJECT: Reappraisal of Highest Priority Targets
1. Appropos our conversation this date, the following comments
are submitted in the hope that they will assist in your evaluation
of priorities for your meeting, Monday morning, 15 December 1958.
2. It is to be noted that with few exceptions we agree with
priorities as set forth in the OSI paper. We have based our selec-
tion of priority concentration on Deployment. Production and Research
and Development, in that order.
3. A meeting at this Agency of the specialists concerned
arrived at the following priority listing:

4. Priority naval targets:
It is believed KOTLIN Destroyer construction may be underway,
including a missile-equipped variant of this class. Construction
of one or both new submarine projects 629 and 641 may also be under-
way, as well as new destroyer type Project 57. Collateral has
reported nuclear submarine production from time to time.

prime target from a naval interest viewpoint.
Relative priority:
a. Long range ballistic missile deployment is higher than
missile developmental data in the composite intelligence priorities.
