MEMORANDUM FOR: Special Assistant to the Director ~ JO
for Planning and Development
SUBJECT Current Requirements for Middle East Coverage
1. On Thursday, 11 December, the ARC tools stock of the need
for Middle East coverage. It was agreed that there was no clear indication
of urgent need. However, there was a difference of opinion as between the
three Services and OCI regarding the need for some coverage in the near
future.
2. The OCI view on this need is set forth in the attached memo-
randum from In the code at the bottom of the page,
in his oral presentation
at the ARC attributed in part to the discussions of the Watch Committee
(which is, of course, composed of people highly sensitized to indications
detection) that in need to be watched for
possible evidences of hostile action. This comment from 25X1A9a
and my statement that I would like to have a memorandum which I would
discuss with you provoked Colonel Macia to make remarks along the
following lines with which the Army and Navy representatives agreed:
The function of each member of the ARC is to make an
assessment of the intelligence requirements which may
spring from the discussions of any of the intelligence
committees in which their agencies participate. Accordingly,
it could well be that even though the Watch Committee were
to feel there was an urgency to obtain, say, Middle East
coverage, it would still be the final responsibility of the
ARC members to weigh all factors before expressing the
individual's agency's view.
3. I am most sympathetic to Colonel Macia's point, but, at the
same time, I believe must take the position that it would be out of order

for me to attempt to frustrate the representation of any agency's or
office's judgment on requirements to the Project. There have been
instances where I have submitted Navy views with which the rest of
the Committee did not join.
4, Therefore, I am submitting herewith the OCI requirements
for Middle East coverage with the following recommendation: That this
matter be discussed with General Cabell, because of his responsibility
as Chairman of the Watch Committee,for approval. (If the decision is
made to obtain this coverage, I would, of course, collect requirements
from all agencies even though they did not urge that the mission be accomn..
plished. )
