1. I am unable to approve your requests for TALENT billets for
consultants outside the US Government as set forth in the references because
the United States Intelligence Board (USIB) has determined that approval of
TALENT billets for consultants outside the US Government shall be at the
action of the USIB.
2, Accordingly, I recommend that General Schow forward these
requests to the Director of Central Intelligence for consideration by the
USIB.
