1. In reference to the attached memorandum, TCS-
4716-59, the TALENT Security Officer, CIA, discussed the matter
of Consultants being cleared into the TALENT System with
Lt. Col. Claire Keena, A/TCO & TSO, U. S. Army, who stated
that both he and Col. Morris Montgomery originally declined to
present the request for TALENT clearances for the consultant
types and that the matter had been brought to the attention of
General Davis, Chief, Signal Corps, who insisted that the request
be submitted; the matter was then further discussed with General
Willems who concurred with General Davis that the request be
submitted.
2. The TALENT Security Officer, CIA, pointed out to
Colonel Keena that the justification as submitted was extremely
weak and that if it was necessary to submit the justification as
written to the USIB that it was debatable if the USIB would concur.
Under the circumstances the TALENT Security Officer, CIA
could not approve this group unless it meets with the approval of
General Cabell or the USIB.
