C 0 1' Y Approved For Release 2002/05/091 1 - 61500750A000600030026-3 DEPARTMENT OF STATE Washington August 11, 1954 Dear Mr. Saunders: Recently we discussed the "Report of the Survey of Intelligence Needs and Assets of the U. S. Information Agency" prepared in your agency and the action steps required in connection therewith. This involves an augmentation of the NIS program, pursuant to the survey recommendations which the Director of Central Intelligence approved in his letter transmitting the survey to the Intelligence area of the Department. You suggested that I forward a copy of the letter from the United States Information Agency which gave that agency's approval of the survey report. Accordingly., there is attached a copy of a letter to the Director of Central Intelligence, dated July 30, 1951+, signed by Mr. Abbott Washburn, Acting Director, USIA, signifying his approval of that report. Further, it is my understanding that on the basis of the USIA letter and the survey report, you will take the necessary action within the Central Intelligence Agency and with the Bureau of the Budget to secure the necessary budget and fiscal approvals requisite for the transfer of the additional NIS funds referred to in the basic report. It is suggested that an amendment to your letter, addressed to me, dated July 23, 1954, subject: "NIS Support," might be an appropriate instrument for authorizing us to bill your Agency for this augmentation of NIS funds when it is finally approved..
