SUBJECT: Transmittal of copy of reference
REFERENCE: Memo from DCI to Chairman, JCS,
dtd 29 October 55; subject: "Review of
Unconventional Warfare Requirements", with
attachment: "Criteria for Determination of
Wartime Military Requirements for CIA
Clandestine Operations"
1. The reference paper, by DCI signature, is an authoritative
statement of the CIA concept of its role in the support of wartime
requirements for clandestine activity. It is subject to consideration
and reaction by the Department of Defense. However, unless and until
this statement of concept is altered by agreement with the Department
of Defense, after joint consideration, it will control CIA/CS war
planning and preparation.
2. It is expected that this paper will lead to extensive inter-
change on this subject between the Clandestine Services and elements
of the Joint Staff. PPC will initiate such conversations immediately,
with full inclusion of other CS elements as concerned.
3. For both purposes (as internal planning guidance, and as
basis for discussion with Defense), substantial explanation and
elaboration of the basic principles outlined in the reference will be
required. Since this requirement will occur primarily within the lines
of the functional categories of action covered by the paper, it is
expected that CS Staffs will initiate such further statements as needed,
in accordance with their respective responsibilities.
