SUBJECT: Example of Planning System

1. This is in reference to our discussion of a proposed
long range planning system which took place in
office on 10 October 1955.
2. At that time we discussed among other things the nature
of long range planning and guidance which might take place at the
Director's level, what the substantive content of such plans
might be, and how they could usefully relate themselves to
shorter range planning in various parts of the Agency and to
joint planning with other Departments.
3. As a result of earlier discussions on this general
subject, my office prepared the attached hypothetical example
to illustrate in outline form the steps required in such a
planning system; the relationship between long range plans,
short range plans, and budget programs; and the scope and contents
of the proposed plans.
4. The JCWPS (Joint Cold War Planning Staff) planning
referred to in the example is an imaginary version of inter-
departmental planning which might properly take place at the
OCB level, and is not directly responsive to our discussion of a
planning system in CIA. Moreover, the example addresses itself
purely to cold war planning rather than hot war planning which
we were specifically discussing. However, this same system would
be equally applicable, with obvious modifications, to hot war
and would in fact provide for the development of Agency capacity
and assets in being which could then be redirected to hot war
objectives and time schedules starting on any given "D'" day.
5. I trust that this example may serve to illustrate
general types of long range planning and guidance which might
be useful in the Agency, although the substantive contents
are of course, purely imaginary.
