This memorandum requests your approval of the recommendation in paragraph 6. 2. On two major occasions the ARC has recommended the use of System IV: 25X1 DOa Other than these occasions, the System IV has not been used except 25X1 DOa for collection in incidental to checking out the gear. 3. The results from these missions are considered important, particularly a above, although not uniformly judged so among the components of the Intelligence Community. However, in looking toward the future use of System IV, an authoritative appraisal of the value received from these missions is not really necessary. 4. The ARC has not in the past, and cannot now, recommend in terms of priority national intelli- 25X1 DOa gence objectives with System IV, believing as it does that photographic coverage is much more vital, and that any recommendation for pene- tration, at this time or in the foreseeable future, would require photographic collection. 25X1 DOa from 25X1 DOa 25X1 DOa 25X1 DOa 25X1 DOa 25X1 DOa is within the jurisdiction of SAC and of Theater Commands. This view is confirmed by the JCS. Further- more, they agree that the peripheral collection capabilities of SAC and the Theater Commands on all areas, including that of the - are competent to meet U. S. intelligence needs. OSI is not convinced that the electronic environment is ade- quately covered by the USAF without the use of System IV. It will re-examine the product of USAF collection and if necessary levy new requirements. 5. In the light of the foregoing, the ARC finds itself unable to recommend the use of System IV by TALENT against any portion of for the foreseeable future. It has already recommended (TCS-7075/60, 17 March 1960, subject: System IV and VI) the modi- fication and improvement of System VI which may accompany photo- graphic collecting gear. It urges that whenever operationally feasible, System VI accompany TALENT missions. Recommendation 6.
