SUBJECT: TALENT ELINT
1. A review of records indicates that TALENT ELINT tapes received
by SAC Headquarters during 1958 were received anywhere from six weeks
to five months after the missions were flown. Further investigation
reveals that normally, no more than a 24 hour delay in the handling of
this data occurs within Headquarters USAF. The excessive time delays
in receiving this information in the past has resulted in the untimely
redirection of the USAF ELINT collection effort and an unnecessarily
long time lag in the publication of EOB information.
2. It is recommended that procedures be established and implemented
within your agency and NTPC to expedite the forwarding of TALENT tapes
to Headquarters USAF and to reduce delays in the future. The timely
receipt of this data is required to enable the USAF to process this
information on a priority basis and when necessary redirect the USAF
collection effort toward the items of particular interest or signifi-
cance in an expeditious manner. Your attention and cooperation in
alleviating delays in the transmission of the data mentioned above
will be greatly appreciated.
