1. The attached memorandum is self-explanatory.
2. For your information there is also attached a revision
of the CIA Billt 5ture (Annex H), revised in pursuance of a review
25X1A9a conducted by with and myself. The initial
figure for CIA had been 305; you will notice that the present total billet
would be 417, an increase of those currently in use of 112.
3. Finally there is also attached for your perusal, if you
desire, the only copy of the Department of Defense review paper
(TCS-8060-60-KH) which contains the detailed justification and new
billet proposals (the summ2(5vhich is in the total USIB summary
of the major paper) which approved.
