NATO Intelligence Structure and Procedures (All Assistant Directors) Problem: To produce a CIA position on proposals for (a) basic NATO intelligence organization, (b).procedures for warning of attack, and (c) interim intelligence guidance for SHAPE. Name Plate Analysis (O/RR) Problem: To survey IAC agency arrangements for and progress in analysis of name plate data of Soviet and Satellite materials and to recommend appropriate machinery for interagency action. Biographic Intelligence (O/CD) Problem: To recommend the most effective biographic facility for the Federal Intelligence System. Status: Papers initiating survey are in the hands of the Staff officers to the IAC members. 1.. 2./SO-State Relations (0/S0, O/RR) Problem: To explore the field of 0/SO-State relations including problem of intelligence support for O/SO. Collateral problem is the evaluation of SO materials.. Status: Discussions have been held with State and 0/S0. Further analysis on both sides is in progress. 5. Intelligence Support for 0/PC (O/PC) Problem: To arrange for intelligence support for O/PC in view of changes brought about by CIA reorganization and to recommend the necessary administrative adjustments. Status: Discussions have been held with State and O/PC. Requirements (O/NE, O/SI, O/RR, O/CD) O/CI) Problem: (a) The overall intelligence objectives and their effects on collection, including the value of DCID 4/2 and the proposals in IAC-D-12 on atomic energy objec- tives. (b) The mechanics of screening and coordinating specific requirements. 6. Status: (a) Discussions on this question and on the revision of DCID 4/2 (as prepared by O/RR) a'-e being initiated with O/NF, O/SI, O/RR, O/CD, and -CL/CI. Status: Details have been discussed with State and discussions are being initiated with other IAC agencies. NSC 22 - Protection of Strategic Resources and Industrial Facilities Abroad I&S) Problem: To recommend the location of responsibility for investigation and intelligence research for this purpose. Status: State has agreed that neither investigation nor research is essentially aCIA function. State as action agency and coordinator on this project is drafting an analysis of the needs which a central operation on this project would have once State's interagency committee has defined the targets. (0/0) Problem: To recommend coordinated interagency procedures by which the intelligence potential of foreign nationality groups and individuals in the U. S. can be adequately exploited. Status: State suggested in discussions of 19 December 1950 that CIA should coordinate this activity. 0/0 has prepared a memorandum indicating what is being done and the difficulties in the way of further action, and recommending certain interagency coordination. Letter is in preparation for D/DCIts signature. 10. Economic Interpretation of Photographic Materials (0/RR) Problem: To examine what CIA should do on this matter, and what should be done through interagency collabor.4L n. ,flatus: State suggested in discussion of 19 December 1950 that CIA investigate this matter. 0/RR is studying the proposal and possibilities. 11. is (o/RR) Problem: To examine the necessity and the means of intensify- ing the National Intelligence Survey production pro- gram in order to meet imminent requirements for basic intelligence. Status: A memorandum from the interagency NIS Committee is under informal consideration with Staff officers to the TAC members for appraisal before submission to the IAC. 12, The Scientific Intelligence Committee (0/SI) Problem: To examine the problems of 0/si in the field of interagency coordination in the production of scientific reports and estimates and in the preparation of coordi- nated production plans and to make appropriate recom- mendations. Status: Exploration is going forward. 13. Debriefing of Returning U. S. Officials (0/RR, 0/0) Problem: To recommend the location of responsibility for de- briefing.. Exploitation of Captured Sources (0/0) Problem: To negotiate and recommend arrangements by which CIA will represent other non-military intelligence agencies in the exploitation of captured personnel, documents and material at facilities established by the JIC. Status: JIG has submitted basic directives and detailed manuals for CIA concurrence.
