1. OIC was assigned by DD /CI on 18 December 1951 responsibility
for review of proposals for new publications insuring that:
a. The publication of information contained in the
issuance is within the functional cognizance of CIA and the
originating office.
b. The publication is properly coordinated and integrated
with other intelligence publications issued by both CIA and other
intelligence agencies.
c. The requirements of intelligence consumers are most
efficiently and economically satisfied.
OIC was requested to consult both producers and end-users on the
substantive aspects. It was also requested to review the status semi-
annually and report.
a. On March 1952 the DD/I approved the categories of CIA
publications which are now being adhered to by the Offices. This
has considerably improved our publications situation and answered
a number of problems which were bothering the Offices.
b. On 25 August 1952 OIC met with the publications officers
from the various Offices and reviewed the publications situation.
No major problems were identified although there were minor sugges-
tions on which the participants agreed to take action.
3. Problems:
It is OIC's view that in general, publications officers do not
have and probably should not have control over production. Therefore,
it will be necessary in order for OIC to discharge this responsibility,
to work through producti'_on officers. A specific recommendation to DDI
will be made to assist in this.
