1. The Intelligence Advisory Committee on 7 December 1950 "agreed
that there should be a single Watch Committee in the Government properly
operated with the full participation of the IAC members. " It was further
agreed that this Committee should be the one currently operating as the
Joint Intelligence Indications Committee (JIIC). Lieutenant General W. B.
Smith, the DCI, requested Major General Alexander R. Bolling, G-2; to
distribute to the member agencies the terms of reference under which the
JIIC is operating and arrange for such modification as may be necessary
to provide the U. S. Government with the service required. This memoran-
dum is in compliance with General Smith's request.
2. The Joint Intelligence Indications Committee, which the IAC has
directed to continue functioning as the Watch Committee, has evolved
into its present organization and procedure over a period of nearly two
years. As a result of this evolutionary process, neither the original
G-2 memorandum of 2 May 1949, which established the Intelligence Indications
File Committee, nor the JIC memorandum 1132 (10 August 50), directing its

conversion into the Joint Intelligence Indications Committee, contains
terms of reference which fully reflect the current representation in the
JIIC or its manner of operating. The mission of the Committee has always
clearly been to collect, evaluate, analyze and report information relating
to activities which indicated Soviet--Communist intentions of hostile
action, but the Committee in carrying out this mission has established
its own procedures, changing them as necessary to conform to the wishes
of the participating agencies. In consequence,. the terms of reference for
the JIIC set forth below describe: the Committee as it currently exists
and operates, with such changes as may be necessary to bring the function-
ing of the Committee in line with the IAC decision of 7 December.
3. It is recommended:
a. That the Assistant Chief of Staff, G-2, Department of the
Army, request the JIC to rescind their action in their meeting on 8
August 1950, relating to the Joint Intelligence Indications Committee,
as set forth in JICM-1132, in order that (1) the name of the Committee
may be changed to the Watch Committee, in accordance with the indicated
intention of the IAC in the meeting on 7 December, and (2) representation
on the Committee by the Department of State, CIA, the FBI, and the AEC
shell not give rise in the future to possible technicalities as to the full
membership of those agencies in a committee established by the JIC.
b. That the terms of reference of the Watch Committee, authorized
by the IAC in its meeting of 7 December 1950, be as follows-

Name - Watch Committee
Mission To collect, evaluate, analyze, and report
indications of Soviet-Communist intentions of hostile
action.
(3) Membership - All agencies represented in IAC.
(4) Representation of Members - As many individuals, proper-
ly, cleared, as each agency considers necessary for
adequate analysis of the indications under consideration.
Each agency, however, shall file with the Chairman of
the Committee the name of its representative to whom.,
all matters relating to the Committee are to be addressed,

(6) Secretary - To be designated by the Chairman.
(7) Meetings - Regularly, as determined by the Committee,
and on special occasions, when requested by one or more
members. Currently, meetings are held every Wednesday
at 1000 hours in Room 2C 475 Pentagon Building, The
time and place are subject to change by the Committee.
(8) Reports - Reports of Indications of Soviet-Communist
Intentions of Hostile Action will be promptly drafted
by the Secretary after each meeting and reproduced
and distributed by G-2 as soon as possible after each
agency has concurred in or recommended changes in the
draft. In the event of differences of opinion which cannot
be readily resolved the opposing views will be included
in the report. Conclusions of the Watch Committee
which appear urgent will be communicated orally at
once by members to the heads of their respective agencies.

Chairman - The JIIC on 18 August 1950 agreed that the
Chief, Intelligence Division, G-2, Department of the
Army, would serve as Chairman of the Committee, and
that in his absence, the senior Army member would preside.
This arrangement to be continued until circumstances
arise which necessitate a change by the Committee. It
will be the duty of the Chairman to call regular and
special meetings, to preside at the meetings, to super-
vise the preparation and distribution of reports, and
in general to ensure that the Committee functions
effectively.
Procedure-for collecting indications - Representatives
of the member agencies will come to meetings prepared
to present, evaluate, analyze, and interpret indications
which they consider may be significant. It is requested,
where possible, that information relating to indications
be communicated to the Secretary no later than 1600
hours the day before regularly scheduled meetings in
order that the indications may be reproduced in multiple
copies for distribution at the meeting. Each member
agency is urged to impress upon its field collection

units the importance of prompt reporting of all infor-
mation relating to indications of hostile Soviet-
Communist intentions.
4. Your concurrence or recommendation for change in the recommenda-
tions in paragraph 3 above are requested. Pending their receipt, the JIIC
will continue to function in accordance with established procedures.
