T D C 1Y INFORMATION (JSL" ,PUT 955XIA9a 29 October 1953 ME)RANDUM FORS Secretary, Intelligence Advisory Committee SUBJECT: Progress Report to the IAU REFERENCE: Memorandum, dated 1 October 1953, to Chairman, NSCID #7 Committee, from Secretary, IAO, same subject 1. Because of the present responsibilities and activities of the NSCID #7 Committee, we do not believe it would be appropriate to submit a report to the IAO. A brief review of the Committee's history and present status will explain why such a report is not necessary. 2. The NSCID #7 Committee was established in accordance with paragraph 3.f. of NSCID #7, which was issued by the NSC on 12 February 19118. The intelligence components of the Army, Navy, Air Force, State, AEC and the FBI all assigned representatives to the NSCID #7 Committee. The DDI of the Joint Intelligence Group, JCS, concurred as a member of the IAC in NSCID #7, but did not subsequently designate a representa- tive to serve on the Committee. 3. The NSCID #7 Committee's initial meeting was held in March 1918. It was agreed that the group would henceforth meet on the sec- ond Wednesday of each succeeding month. The meetings were usually opened by the Chairman with a review of the activities of the Contact Division during the past month, followed by discussion of specific facets of the domestic collection program. The meetings provided a method of informing the other agencies of progress of the Contact Divi- sion, from the standpoint of policy, organization and procedures. The representatives of the other agencies acted as the focal point for any required implementing action within their respective agencies. The minutes of the NSCID #7 Committee meetings were duplicated and trans- mitted to the other agencies. Ii. At a meeting during the fall of 1951, the State, FBI, Navy and Air Force representatives proposed the dissolution of the NSCID #7 Committee on the grounds that the domestic collection program had reached a state of such maturity as to obviate the necessity for month- ly meetings. The Chairman noted that the Committee could only be abol- ished by NBC action. The other representatives concurred. The only problem merit- ing an NSCID #7 Committee meeting since that time was a proposal in April 1952 by the Signal Corps Intelligence Agency to take over the exploitation of the telecommunications industry in the MS. At a meet- ing in May 1952, the group discussed in detail this proposal. 5. Although the NSCID #7 Committee has held only one meeting dur- ing the past two years, it has served a vital function in placing re- sponsibility on individuals in the other agencies for coordination and implementation within the other agencies. For example,, the ONI and CIA procedures for handling "salt water" sources within the US were worked 25X1A5a1 out with the ONI representative. As another example, the AFOIN repre- sentative assisted the Contact Division nal example was the coordination on DCID 7/1, which was effected through the NSCID #7 Committee members. Because of the nature of the assistance required of the Committee members, they must be at the policy echelon. 6.
