2. Projects Under Consideration at Present:
a. Study of Scientific Education in the USSR.
Description: An evaluation of the quality and character
of the education of scientists and engineers in the USSR, with
a view to improving our estimates of the capabilities of the
Soviet scientific and engineering professions and to estab-
lishing methods for future evaluation of foreign educational
systems.
This project is sponsored by the Office of Scientific
Intelligence, has been approved in principle by the Deputy
Director of Intelligence, and is bein resented to the PRC
for approval. Proposed cost:

b. Economic Development in the Eastern European Satellites.
Description:- An analysis of economic development
in the Eastern European satellites under Soviet control.
ORR is considering sponsorship of this project. It
will probably be presented for a proval in the summer of
1953. Proposed cost: 25X1A1a
c. Probable Consequences of the Liberation of One or More
Soviet Satellites.
Description: This project would deal with the alternative
courses of action of the United States, the United Nations, and
other parties concerned in the event of the liberation of a
satellite resulting from general war, from a "Titoistic separa-
tion", from a weakened USSR, from a split-up of the Soviet
system for any cause, or from a substantial modification of
Soviet policy without either war or internal revolt.
Sponsorship of this project is being worked out.

d. Soviet Language Trends and Propaganda Themes.
Description: A study of Soviet linguistics in an attempt
to correlate changes in language trends with changes in
propaganda themes.
