Dear Admiral DeLany: In response to your letter of 18 January 1557, it seemed to me that your requirement for a study of Soviet Bloc shipping should properly be assigned to the Economic Defense Intelligence Committee ( IC). Accordingly, I discussed your problem with of my staff, who has very recently been desig- nated as the Chairman of this Committee. This morning he advised me that ERIC, in its discussion of the proposal yesterday, had agreed to undertake this project through a special working group to be composed of shipping specialists from the Navy, State, and CIA. These specialists have previously worked together on problems of this nature. Designated representatives of this group will be asked to meet with EDAC Working Group I to discuss certain questions of content, focus, and timing.
