warfare, excluding psychological warfare and covert activities
and without reference to non-intelligence organizations and thi:,Ir
responsibilities, Attention was called to t'e allocation of
intelligence functions prescribed by DCID l5/".. The Chair
expressed the thought that intelligence collection could be
disregarded at this stage, although some special arrangements
might be necessary for economic warfare purposes, as in the ca,,=.a
of censorship materials,,
2, The discussion was informal, and touched an a number of poir_t.s
of which the most salient are summarized below. Some of these
points were treated very briefly; others were discussed at sorcw
length.
3,, In general the members of the committee agreed on the wartif: e^
need for coordination of economic warfare intelligence. 4, numt~er

warfare planning among the policy and action agencies. The
Chairman expressed the view that a useful plan of inter-agency

In view of these cgnclusigns and the 1pck of precise information
on planning for the wartime administration of economic warfare the
Chairman was instructed to frward these f I ninutes to the IA4 Working
Group on urgency Plana with the request, that, if the Working Group
eonsiders such action approp,iate, further guidance and assistance
be sought from the Office of Defense Mobi.ization'
