The Intelligence :I'drkir Group was established at the request of
the Director of Mutual Security and the Secretary of State,, and with
the approval of the Director of Central Intelligence and the Secretary
of Defense. Its Term of Reference were approved by the IAC on
25 July 1952 (IAC-D-53 ). Coneurrenee-comaents an I', Terms of Reference
were dissected to IAC members by IAC- ")-53/2 of 12 August 1952.
Members of ZAC were asked to concur in a revision of paragraph 8 of
these Terw of Reference by IAC-4)-53/3 of 12 Febru iry 1953. This revision
approved in IAC-C-53/3.1 of 25 February 1953. 4 IAC-D-53/6 of
15 October 1954, the secretary of IAC circulated for approval an r .
proposal for a. change in the name of the Intelligence Working Group to
that of Economic T) tense Intelligence Cc itteea. IAC approval of this
change in namo,, effective 26 October 1954, was notified to the Executive
Secretary, ItG,;, by randum of that date from the Secretary of the IAC.
Its Ter* of Reference provide that the i DIC shall "develop and
furnish intelligence to the iAC for policy making and operations in
the economic defense field .... and develop closer continuous relation-
ships among the operational, policy-formulation and intelligence-research
eleaents engaged in the economic defense program." Under these Terms
