Surveillance of Decontrolled Commodities
1. 1 rofer to your call yesterday in which you inquired about
a staff paper on this subject. Your random of 5 April suggested
the reproduction and distribution to EDTC of the JOC letter of 31 March.
This letter and its attached list were distributed to members as
)IC/AM-9 of which you have a copy.
2. An I subgroup with as Chairman was established 25X1A9a
in July 1954 with instructions to: a prepare a list of decontrolled
items; b) indicate those items the movements of which should be traced;
c) determine the most feasible method of tracing such movements; and,
d) survey capabilities of EDIC member agencies for ui see of the
project. (refs N G Case 76) the 26 August reported to 25X1A9a
FDIC that COCOM had been asked to consider special statistical report
on shipment by participating countries to the bloc of decontrolled IL-I
and IL-II items (ref: Paris TOPOL 213 of 27 August 1954). JOC has
submitted the list of these items which it feels should be kept under
surveillance.
3. Tour note suggested further that I should prepare a staff paper
for you indicating how we can best gather the information required.
I have not undertaken this task because of its assignment initially to
the subgroup an+ because of the steps which have already been taken by
State and MDAC. During the period 6 - 12 April my time has been devoted
primarily to the downgrading and fact sheet projects.
4. For your information, informed Acting Chief, D/E, 25X1 A9a
that OE/3T will be picking up "and If ing by old IL number all of the
items upon which JOC has requested surveillance." He requests advance
warning of "FDIC deadlines if E/ST personnel are to be requested to
analyze this information'... and states that..."no action will be taken
to phase such a task into the E/ST work program, until notice from Chief,D//
that this is desired."
