CIA Position on Downgrading of
Documents
1. A. surue7 of CG/CCCOM/CHIHCOM doctents has bees i undertaken
in CIA (Economic Defense Division) in connection with the proposed
downgrading of such documents from 'secret to Confidential. All such
documents in numbered series now are classified : ereet. TO'GL 812
of 10 December 1954 indicated that jashington would provide within
90 days a list of COCOM and CHINO documents for which Secret classifi
cation should be retained.
2. The following categories of such documents have been
identified and individual documents, isaued prior to 31 December 1954,
have been examined on the basis of criteria tentatively established
by CIA for determining their classifications
