SUBJECT Proposed Merger of the Economic Defense Intelligence
Committee as a Subcommittee of the Economic Intelligence
Committee
1. Attached for the consideration of the Economic Defense Intelligence
Committee are copies of an exchange of memoranda on the above subject between
Vice Chairman, Economic Intelligence Committee,
and Admiral Walter S. DeLany, Chairman, Economic Defense Advisory Committee.
2. The Chairman of EIC? Dr. Otto E. Outhe, is the Assistant Director
for Research and Reports, CIA. Under terms of reference from the Intelligence
Advisory Committee, this Office is responsible for providing the chairmen
and secretariats of both EIC and EDIC.
30 The Chairman of EDIC recently obtained the personal views of some
of the members and associate members on the proposed reconstitution of the
Economic Defense Intelligence Committee as a subcommittee of the Economic
Intelligence Committee, The response to this propoaalwas generally favorable*
It should be noted also, in Admiral DeLanyls memorandum, that the proposed
organizational change would be satisfactory to EDAC, with the understanding
that the new BIC subcommittee will "continue to serve its necessary functions
in economic defense matters*"
h. Formal EDIC approval of the subject proposal will be considered at
a meeting to be held on 13 August 1958 at a.m0 in room 1121 M Building.

Proposed Merger of the Economic Defense Intelligence

1, I understand Ruosell Hale has advised you that we are presently
considering the deeirability of merging the Economic Defense Intelligence
Committee (EDC) into the Economic Intelligence Committee (EIC) structure,
Before we take ny definitive action, however, we want to advise you of
the background on this matter and to solicit your views,
2, Since 19520 the Intelligence Advisory Committee (IAC) has had two
standing subcommittees concerned with economic intelligence . the EDIG and
the EIC. In the period 1951 to 1955, 'WIC was a very active forum for
servicing the reqpirements of the economic defense community, A review of
the activities of EDIC during the recent past reflects a reduction in the
activity of this group and leads us to believe that the responsibilities
of this committee could be carried out more efficiently within the structure
of the EIC without impairing its ability to meet the requiremente of the
EDAC community, As you knows despite the reduction in EKG activities, the
economic intelligence community has provided inereasing support in the field
of economic defense over the past few years, However, for reasons of
operational urgeecy and in accordance with allocations of production
responsibility for various fields of economic intelligences the responsible
individual intelligence agencies have made their respective contributions
directly to the EDAC group concerned,
3. It seems clear that this system of direct agency support will
prevail in the foreseeable futures and that while EDIC will continue to
perform a useful coordinating role, it will not reach the level of activity
of its early years0 It is my belief that EDIC0 reconstituted as a subcommitt
of the BIC, could fully satisfy the reqeirements which might be placed upon
It by the eeenoydc defense agencies, An appropriate officinl of the CIA/ORR
coeponent most concerned with the subject of economic defense would be
appointed as Executive Secretary ot EDIC if this change sere to take places
and the Gleams% appointed by the EICs would be chosen from participating
meMbers whose agencies are moet active in this field. Representation on the
BIC encompasees all those departments and agencies presently represented
within EDIC?

40 If this proposal has your approvals we will ask for its consideration
by both EDIC and the EIC at an early date. If you have any questions', I will
be happy to discuss them with you at your convenience, I would very much
appreciate your views within the next week or ten days as we hope to present
this matter to EDIC and the EIC around the end of this fiscal. year.

appears adequately to provide for the future requirements of EDACe The
organizational changes satisfactory to EIC and EDIC will, for this reason,
undoubtedly be satisfactory to EDAC.
After advice from you that the prospective chaeges have been approved,
I will report to EDW.; that EDIC will continue to serve its necessary
ftnetions in economic defense matters, although ita organizational relation.
