There is still no fully wordinated estimate of total 1955 shipments
of copper from the free world to the Sino-Soviet Blot. Informal conferences
were held during the month between various members of E/C and E/ST with ERA
and Defense oomponents)and WC and I/ST auditioned a meeting of the RIC Ad
NO4 Working Group on Copper Shipments.
In this connection connents on a I May table showing "Pres World Exports
of Copper Produots to the Sino-0:miet Bloc, 1954 and 1955," were prepared for
the Use or Aeting Chiefs ISA and DA.

The Secretary of Comoros has denied permission to the Dresser Indus-
tries to provide to the Ministry of Oil Industry of the USSR instructions for
the manufacture of US rook bits.
Prior to the ACE' Mooting whioh advised the Secretary to deny this
license applieation, briefing papers were prepared and assembled by E/b for
Chief/G who represented CIA at the mooting. Those papers included a draft
memoranitra to the AD/SR, and a draft of Project 111.150, *Comments on gquip-
ment and Production of the USSR Petroleum Industry,* both of which had been
prepared by RA, as well as other pertinent docurnents.

A conference was held with a representative of the
who vas in Washington, but it was decided not to send the memorandum which had
been prepared for them suggesting that make oontacts there in relation

The 30 April moetinf of 'MAC Working Group I coneidered a suggestion
that West Germany might felp copper scrap to last Germaey for processing and
return as cop er cathodes. In this connection, CIA was anked to look into
the availability of copper refining capacity in East Germany. This infor-
mation was supplied to the Task Group Chairman orally, and will '.)e node a
memorandum for the record,

In preparation for an' MAC Working Group I meeting to consider an
exception request to ship tinplate to China, a quick review of the tin and
tinplate situation throughout the Sino-Soviet Bloc was lade. This information
was not needed at the meeting, but has been made a menorandun for the record.

At the request of the Chairman of EDAC Working Group I, information
on the Sino-Soviet Blot tungsten and tungsten vire situation was oent to him
for the use of the Working Group In deciding whether certain forms of tungsten
vire Should be permitted to be Shipped to the Soviet Bloo as an "accident of
definition" becmJse it could not be used for strategic purposes.
