MEMORANDUM FOR: Chairman, Guided Missile Intelligence Committee

SUBJECTS Cooperation between Guided Missile Intelligence
Committee and Economic Defense Intelligence Committee
1. Your memorandum of 7 March 1956 regarding the establishment
of the Guided Missile Intelligence Committee has been noted with
interest. The Economic Defense Intelligence Committee will cooperate
fully and will strive for effective working relations and coordination
with your Committee.
2. In addition to a full exchange of ideas and information of
common interest, there are two respects in which cooperation between
our Committees may be especially prnductive.
a. The Economic Defense Intelligence Committee has recently
undertaken a program of drawing upon expert scientific knowledge
within the U.S. Government for the systematic identification of commodi-
ties which have substantially increased in strategic importance to the
Sino-Soviet Bloc because of new scientific and technological develop-
ments. It is to be expected that a number of such developments will
relate to the field of guided missiles. Thus the Eeonaiaic Defense
Intelligence Committee may, it is hoped, provide assistance in the
determination of gaps and other deficiencies in guided missile
intelligence.
b. Because of its interest in new strategic uses, the
Economic Defense Intelligence Committee has established a Working
Group on Propellants and Fuel Additives. This Working Group will

make use of guided missile intelligence within the scope of its
special responsibilities, and may wish to cal-1 upon the Guided
Missile Intelligence Committee from time to time for assistance in
coordinating its intelligence production efforts.
