PROPOSED USE
A BFC Interagency Technical Task Group is undertaking a study. of
the desirability of recommending a strategic rating for the subject
commodities. An intelligence report on the Soviet Bloc position
and use of these commodities is necessary to supplement p
technical review.
BACKGROUND AND REM==.
2.. Perchloric acid'and-its salts have had various security ratings
(I/L' 3751, US IIB 704 and MESL C-III 4705) but presently appear by
name on no security list, although, by interpretation, they are
covered by Munitions List'Item B VIII: "Propellants for item
enumerated in category IV." The items included in Category IV are
bo1bo, torpedoes, rockets and guided missiles,

export is controlled. When not so identified, they are not controlledo
