SUBJECT: Diversion Control Net

1. Mr. Tilson's secretary, Mrs. Lese, phoned this morning
with reference to the DON Meeting scheduled for this afternoon.
She stated that she had contacted all members of the DCN other
than Commerce and ourselves and that none of those contacted
had any subjects for discussion this afternoon. She further
stated that Mr. Tilson had requested her to find out if any
member had any matter requiring immediate action and that if not,
the meeting should be cancelled.
2. I suggested that I speak to Mr. Tilson about this matter;
and she informed me that he was out and would not be available
until meeting time and had instructed her to make the decision
as to whether or not the meeting would be held. 1 :informed her
that we had several items to present for discussion and felt that
the reason advanced for the cancellation of the meeting was not
a valid one. However, we had nothing of an urgent nature that
could not be handled bilaterally with the other members and
accordingly did not insist on the meeting being held. Mrs. Lese
called back after contacting Mr. Lindsay, Commerce, and said that
the meeting was cancelled.
COMMENT: The implication that there was no matters of sufficient
importance to discuss was distinctly disturbing to me. The
possibility exists and should be closely watched that there may
be lagging interest in the DCN meetings and the activities of the
DCN. The present situation of FOA/MDAC who chairs this committee
could have a possible connection with this situation, if such
exists.
As a matter of record, it appears advisable to state that
we have endeavored to contribute our part toward providing
organized discussion for the purpose of making the DCN meetings
effective and of common interest. At present we provide each
member at each DCN meeting with the following material: (1) IWG
Disseminations relating to cases and name intelligence, (2) IWG
Dissemination containing an agenda for the next meeting which
brings to their attention selected items of CIA intelligence which
in our opinion should be considered for action and a list of
DCN cases which we propose for review to determine whether or not
further action is required or the cases should be closed.

We have also worked out a new form which we tentatively
refer to as "llCN work Sheet" which we intended to present
for discussion at the meeting that was to be held this after-
noon. Briefly, these sheets contain references and information
on intelligence reports, other than CIA reports, which our
analysts desire brought to the attention of DON members for
their decision as to whether further action is indicated.
SUGGESTIONS:
1. It is suggested that we arrange a conference with
Hr. Tilson to discuss this situation with him. and arrive
at a determination as to whether or not the possibilities
presented above are well-founded. Should they be well-
founded, we should take the necessary corrective measures
to guard against such deterioration and to provide the
necessary guidance for maintaining interest and effectiveness
in the Diversion Control Net.
2. Should it be advisable this general question and the
_!uestion_ of FOA/14DAC1 s chairmanshi of this committee
should be discussed with Chief, DI, Chief/C and Mr.
