At present IAD will not grant clear- ances for meepages containing CIA information whieh has been approved by C/A for relemee to foreign posts until it has checked tack with the producing office in CIA. To eliminate this unnecessary delay an arrangement should be made with IAD whereby IAD ssecepts the telephonic statement of EDS that CIA approval for release has been granted. It would to possible for CIA to send IAD a copy of written approval for release in these came. Actions Mr. Beresford will discuss with Messrs. Fop* and Carroll of IAD and will report. D cussion: KW/1W must keep MMAC/P informed of diversion cases which it ex- pects Paris to follow. Conversely Faris should inform Washington of the diversion cagey it ia following from tiec to time. As among Washington agenoiesi MDAC/W and MAO must know at ell times who has the ball. 4. Discus:sten: It was agreed that case files are essential and thould be systematic and uniform. Cases will be idehtified by short titles(presumably nuMbers) -which will be assigned by CIA and used by all interested offices including MDAC/P. Diacuasion: Mr. Coster observed that since diversion oases will be handled on a selective basis it would be necessary to formulate criteria, of selection. Me suggested the following criteria as a bagiamiagi (a) Diversion cases which can be well documented and may be of use in persuading other COCOM governments of the need for general or specific action. (b) Diversion OS3MS which indicate loopholes in he enforcement of international trade patrelp, wonervers. Discussions Coster stated that the Foonomic Contras Branch, ED' of ithiob s Chief, consists of the following officers: Mr. Maaa for general matters; Mt.
